Responsibilities

  • Lead and manage the Human Resources Department, ensuring alignment with the city’s strategic goals.
  • Develop and implement innovative strategies to improve employment access and retention across various departments.
  • Collaborate with department heads to identify staffing needs and develop recruitment plans that attract diverse talent.
  • Oversee the administration of employee benefits programs, ensuring competitiveness and compliance with regulations.
  • Implement training and development initiatives to enhance employee skills and career progression.
  • Monitor and analyze employee turnover rates and develop targeted interventions to improve retention.
  • Foster a positive workplace culture that promotes inclusivity and employee engagement.
  • Serve as a trusted advisor to leadership on HR-related matters, providing insights and recommendations.
  • Prepare and present reports on HR metrics and initiatives to the City Manager and other stakeholders.

Requirements

  • Master’s degree in Human Resources, Business Administration, or related field.
  • Minimum of 7 years of progressive experience in Human Resources management, preferably in the public sector.
  • Strong knowledge of employment laws and regulations.
  • Proven experience in developing and implementing HR strategies that drive organizational performance.
  • Exceptional communication and interpersonal skills, with the ability to build relationships at all levels.
  • Demonstrated ability to lead teams and manage change effectively.
  • Strong analytical skills and experience using data to inform decision-making.
